Saifuddin Zuhri Purwokerto ABSTRACT Banyumas Regency has a relatively large number of MSMEs, reaching almost 100,000 MSMEs. With a diverse population and large local market potential, it supports the growth of MSMEs. Purwokerto as the center of government of Banyumas Regency has experienced very rapid development ranging from educational facilities, health, tourist attractions, hotels that have become a strong magnet for many people and communities to visit, causing MSMEs to also increase. The Department of Manpower, Cooperatives and SMEs has the responsibility to formulate and implement MSME empowerment policies so that MSMEs can continue to grow and develop to help the regional economy. However, in its implementation, the Department of Manpower, Cooperatives and SMEs of Banyumas faces several obstacles. Therefore, an analysis is needed regarding the policies of the Department of Manpower, Cooperatives and SMEs of Banyumas in MSME Empowerment The purpose of this study was to determine the policies of the Banyumas Manpower, Cooperatives, and SMEs Office in empowering MSMEs in Purwokerto and the challenges faced by the Office in implementing these policies. This study used field research with a qualitative approach. Data collection techniques used were interviews, observation, and documentation. The results of this study indicate that the Banyumas Manpower, Cooperatives, and SMEs Office's policy in empowering MSMEs is based on the 2024-2026 strategic plan. The policies implemented are programs related to mentoring and coaching related to business legality, training, capital, marketing and partnership. Based on the SWOT analysis, obtaining alternative strategies in the MSME empowerment policy is optimizing business legality and digitalization, expanding partnerships, improving work program facilities, socialization, coordination across OPDs and MSMEs, increasing institutional capacity and partnerships, optimizing employees, developing online marketing platforms, developing innovative and creative products, Partnerships with banks and non-bank financial institutions.
